Abstract: Recent dynamics in the UK rental market reveal that nearly half of tenants are calling for the newly elected Labour government to implement rent control measures to address the continual rise in rents, sparking divisions between tenants and landlords.

A recent survey indicates that about 45% of tenants are hopeful that the newly elected Labour government will implement rent control and affordability measures, reflecting the challenges and pressures they face in the current rental market. Meanwhile, only approximately one-tenth of landlords or tenant-landlords support rent control measures, expressing concerns that this could lead to reduced availability of rental properties, thereby further driving up rents.


One tenant participating in the survey stated, "The government must prioritize the affordability of rents as soaring rents are making it increasingly difficult for many families to make ends meet."


In contrast, some landlords are concerned that any form of rent control measures or the abolition of Section 21 eviction notices could prompt more landlords to sell their properties, potentially exacerbating the tight rental market supply and further driving up rents.

The survey also shows less divergence in opinions between landlords and tenants regarding the reintroduction of home-buying assistance policies, with about a third of people supporting the government taking such measures.


Additionally, the majority of tenants and landlords strongly support policies to reduce stamp duty (60%), believing it would help alleviate the burden of property transactions.


Alison Thompson, National Lettings Managing Director at Leaders Romans Group, noted, "Tenants and landlords have provided a clear roadmap to the Labour government on issues of mutual concern. The government has a significant opportunity to create a more balanced and sustainable rental market by addressing these issues promptly."


The survey results also indicate that while Labour may have garnered more support from landlords in recent elections, a considerable portion of their supporters still lean towards the Conservative Party. Specifically, 64% of landlords support the Conservatives, while 17% of tenants also expressed support for the Conservatives. However, 15% of landlords and 53% of tenants believe that Labour is more effective in addressing the issues they care about.


This survey provides valuable insights for the government on how to improve the rental market. Leaders Romans Group urges the government to listen to the voices of tenants and landlords and take strong measures to drive necessary reforms.
